FAFEN’s Pre-Election Update: 14 Postings and Transfers Observed in 11 Districts

U3/17-Feb/13: This report reflects the number of transfers and postings of government officials, election staff, police administration and district government officials in 11 districts across Pakistan. It is based on data gathered by FAFEN’s District Long-Term Officers (DLTOs) from four Punjab districts, five districts of Sindh, and two districts of Balochistan between February 1 and 12, 2013. FAFEN observers are tasked to monitor and report on postings and transfers that may be relevant to the upcoming general elections in any way.

FAFEN’s Pre-Election Update: Political Campaigning at Government Buildings

The ruling Pakistan Peoples Party Parliamentarians had the highest incidence of campaign materials posted at public buildings/offices between February 1 and 7, 2013. These observations were made by the Free and Fair Election Network’s District Long-Term Observers (DLTOs) in 14 districts across Sindh and Punjab. The material included party banners, posters, stickers and wall chalking on the premises of public offices. FAFEN observers saw PPPP posters, graffiti and stickers at 17 public offices, followed by Pakistan Muslim League-Nawaz (PML-N) which had such material at five. Seven other parties also had their campaign material at public places.

FAFEN’s Pre-Election Update: DECs in KP Least Cooperative and Transparent

Transparency is a hallmark of free and fair elections. Free and Fair Election Network (FAFEN) encourages the Election Commission of Pakistan (ECP) to send instructions to all District Election Commissioners (DECs) to ensure maximum transparency and cooperation with observers and other stakeholders throughout the election process. This report aims to highlight the issues about election administration transparency as observed in 15 districts across Pakistan where FAFEN’s District Long-Term Observers (DLTOs) conducted interviews with the DECs. The data has been compiled from five districts in Punjab, four in Balochistan and four in Sindh, three in Khyber Pakhtunkhwa (KP), and one in the Federally Administered Tribal Areas (FATA). The interviews were conducted in the first week of February 2013.

The fifth parliamentary year of the 13th National Assembly witnessed the tussle between the executive and judiciary reaching the parliament as an elected Prime Minister was disqualified by the Supreme Court which also struck down the contempt of court law passed by the parliament. The first half of the parliamentary year was consumed by the tussle between the judiciary and the executive over implementing the Supreme Court’s verdict in the NRO case as the National Assembly passed two resolutions to express confidence in the leadership of the Prime Minister and backing the Speaker’s decision of not sending the premier’s disqualification to the Election Commission of Pakistan.
