National Assembly: Eight Lawmakers Discuss Budget 2016-17

ISLAMABAD, June 11, 2016: The National Assembly continued the discussion on the Budget 2016-17 on Saturday during eighth sitting of the National Assembly’s 33rd session, says Free and Fair Election Network (FAFEN).

Following are some key observations of the House proceeding:

Members’ Participation in House Proceedings

  • The National Assembly met for an hour and 51 minutes.

  • The sitting started at 1105 hours against the scheduled time 1100 hours.

  • The Speaker presided over the sitting for 48 minutes while the Deputy Speaker chaired the rest of the proceeding.

  • The Prime Minister and the Leader of the Opposition did not attend the sitting,

  • Eight Federal Ministers were present.

  • 32 MNAs (9%) were present at outset and 74 (21%) at adjournment of the sitting.

  • The parliamentary leaders of PkMAP, AMLP, PML-Z and APML attended the sitting.

  • Eight minority members were present.

Representation and Responsiveness

  • Eight lawmakers – three belonging to PML-N, two each to PTI and PPPP, and one to JUI-F – took part in the general discussion on Budget 2016-17 consuming 95 minutes.

Order and Institutionalization

  • The lawmakers spoke on two Points of Order consuming as many minutes of the sitting.

  • The sitting was adjourned at 1256 hours due to lack of quorum pointed out by a PTI lawmaker.

Transparency

  • ‘Orders of the Day’ was available to the legislators, observers and public.
