KP Assembly passes supplementary budget

ISLAMABAD, June 25, 2012:  The Khyber Pakhtunkhwa Assembly passed the supplementary budget 2011-12 during the 13 sitting of the 26th session on Monday as the legislators withdrew the Cut Motions. The House also approved 29 grants for demands.

A total of 60 Members (48% of total Membership) were present at the start, while 54(43%) were there when the sitting was adjourned. At one time a maximum of 62 legislators were present in the House.

Starting 66 minutes behind schedule, the sitting lasted three hours and 45 minutes. The Chief Minister addressed the sitting for one hour and 11 minutes. The Leader of the Opposition did not attend the sitting. The Speaker chaired the entire sitting as the Deputy Speaker was not present.

The parliamentary leaders of PML and PPPS were present in the House while those of PMLN and PPPP remained absent.

No Points of Order were raised during the sitting.  

Following are some key observations of the parliamentary business:

Members’ Participation in House Proceedings

  • The Assembly met for three hours and 45 minutes.
  • The sitting started at 6:06pm against the scheduled starting time of 5pm. The House proceedings started late by 66 minutes.
  • The Speaker presided over the sitting. The Deputy Speaker was not present.
  • The Chief Minister attended the sitting while the Leader of the Opposition was absent.
  • The parliamentary leaders of PML and PPPS were present in the House while those of PMLN and PPPP remained absent.
  • A total of 60 Members (48% of total Membership) were present at the start, while 54 (43%) were present when the sitting was adjourned.
  • Two minority Members were present during the sitting.
  • Eight Members applied for leave.

Output

  • No Bills appeared on the Agenda.

Order and Institutionalization

  • No Points of Order were raised during the sitting.
  • There were no instances of protests, boycotts or walkouts.

Transparency

  • List of Business was available to legislators, observers and others.
  • Information on Members’ attendance was unavailable to observers and the public.
