KP Assembly takes up entire agenda, adopts two resolutions

ISLAMABAD, November 8, 2021: The Provincial Assembly of Khyber Pakhtunkhwa (KP) took up its entire agenda on Monday and adopted two supplementary resolutions, observes Fee and Fair Election Network (FAFEN) in its Daily Factsheet.

Following are key observations of the House proceedings during the 20th sitting of 20th session:

Members’ Participation

  • The House met for an hour and 52 minutes.
  • The sitting started at 03:20 pm against the scheduled time of 02:00 pm.
  • The speaker presided over the proceedings for an hour and 32 minutes while a member of panel of chairpersons chaired the remaining sitting.
  • The leader of the House (chief minister) was not present.
  • The leader of the opposition attended the sitting for an hour and 30 minutes.
  • As many as 40 MPAs (28 percent) were present at the outset and 29 (20 percent) at the adjournment of the sitting.
  • Parliamentary leader of MMA attended the sitting.
  • Three out of four minority lawmakers attended the sitting.

Output

  • Minister for information moved the KP Land-Use and Building Control Bill, 2021 which was passed by the House.
  • Minister for law moved the KP Land-Use and Building Control Bill, 2021.
  • The House adopted two resolutions demanding to add column related to the finality of the Prophethood of Muhammad (PBUH) in marriage document (Nikah Nama) and ensure strict punishment to those involved in desecration of Holy Quran.

Representation and Responsiveness 

  • The House took up four out of seven starred questions while three questions were lapsed due to absence of relevant lawmakers. In addition, lawmakers asked four supplementary questions.
  • A privilege motion of PPPP lawmaker against the Director Primary Education was referred to the relevant committee.
  • Sponsored by a PPPP lawmaker, the Chair admitted an adjournment motion for debate which was regarding abduction of girls from the province during last one year.
  • Four lawmakers including the provincial minister for information spoke on an adjournment motion for 30 minutes. The motion was regarding dengue outbreak in the province and preventive measures to control it.
  • The House took up two calling attention notice (CAN) regarding provision of health facilities to women at District Headquarters Hospital in Hangu and non-induction of candidates in Bannu police declared successful in test and interview.

 Order and Institutionalization

  • Two lawmakers including the leader of the opposition spoke on points of order (POs) for eight minutes. These POs were related to inflation in the country. Earlier, the opposition lawmakers also protested during the proceedings on the same issue for 15 minutes.
  • The House was adjourned to meet again on Tuesday, November 9, 2021 at 02:00 pm.

Transparency

  • ‘Orders of the Day’ was available for the legislators, observers and the media.
  • Attendance of the lawmakers was not available for the observers and the media.
