ISLAMABAD, February 23, 2022: The Sindh Assembly passed two government bills and referred as many bills including the Sindh Local Government (Amendment) Bill, 2022 to select committee, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Wednesday.

Following are key observations of the House proceedings during fourth sitting of 26th session:

Members’ Participation

• The House met for four hours and 10 minutes; however, the proceedings remained suspended for two hours and 29 minutes due to breaks.
• The sitting started at 04:15 pm against the scheduled time of 02:00 pm.
• The speaker presided over the entire proceedings.
• The deputy speaker was not present.
• The leader of the house (chief minister) did not attend the sitting.
• The leader of the opposition attended the entire sitting.
• As many as 56 MPAs (33 percent) were present at the outset and 58 (35 percent) at the adjournment of the sitting.
• The parliamentary leaders of PPPP, PTI, MQMP and MMAP attended the proceedings.
• Seven out of nine minority lawmakers attended the proceedings.

 Output

• The House passed two government bills including the Provincial Motor Vehicles (Amendment) Bill, 2022 and the Constitution of the Search Committee Bill, 2022.
• Two government bills were referred to the select committee after their introduction in the House. These bills were the Sindh Local Government (Amendment) Bill, 2022 and the Sindh Laws (Amendment) Bill, 2022.
• Chairperson standing committee on higher, technical education and research, school education and special education presented report on the Constitution of the Search Committee Bill, 2022.
• Minister for parliamentary affairs presented the budget execution report on 2^nd quarter 2021-22 ended on December 31, 2021.

Representation and Responsiveness 

• The House took up one out of six starred questions while lawmakers asked seven supplementary questions as well.
• The House neither took up four calling attention notices (CANs) nor considered two adjournment motions and a privilege motion.

Order and Institutionalization

• Seven lawmakers spoke on points of order for 24 minutes.
• The House was adjourned to meet again on Wednesday, March 16, 2022 at 02:00 pm.

Transparency                                                             

• ‘Orders of the Day’ was available to the legislators, observers and public.
• The attendance of lawmakers was not available to the media and observers.
