Balochistan Assembly continues pre-budget debate

ISLAMABAD, March 24, 2022: The Provincial Assembly of Balochistan continued pre-budget debate on Thursday that consumed 88 percent (an hour and 45 minutes) of the sitting time, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.

Following are key observations of the House proceedings during the second sitting of 51st session:

Members’ Participation

  • The House met for an hour and 59 minutes.
  • The sitting started at 04:26 pm against the scheduled time of 03:00 pm.
  • The deputy speaker presided over the proceedings for an hour and 31 minutes while remaining sitting was chaired by a member of panel of chairpersons.
  • The leader of the house (Chief Minister) was present for an hour and two minutes.
  • The leader of the opposition attended the sitting for an hour and seven minutes.
  • As many as nine (14 percent) legislators were present at the start and 11 (17 percent) at the end of the sitting.
  • The parliamentary leaders of JWP, MMAP, BNP-A, PNP, BNP-M, PkMAP and ANP attended the sitting.
  • Two out of three minority members were present.

Representation and Responsiveness 

  • The House continued pre-budget debate and seven lawmakers participated in it consuming an hour and 45 minutes of the proceedings.

Order and Institutionalization

  • Two lawmakers spoke on points of order for nine minutes.
  • The House was adjourned to meet again on Saturday, March 26, 2022 at 03:00 pm.

Transparency

  • ‘List of Business’ was available to the legislators, observers and others.
  • The attendance of lawmakers was available to the observers and media.
