Balochistan Assembly elects Speaker

ISLAMABAD, October 30, 2021: The Balochistan Assembly elected Mir Jan Muhammad Khan Jamali as speaker unopposed on Saturday, observes Free and Fair Election Network (FAFEN) in its daily factsheet.

Following are key observations of the proceedings during first and last sitting of the 46th session: 

 Members’ Participation

  • The House met for eight minutes.
  • The sitting started at 03:52 pm against the scheduled time of 03:00 pm.
  • The deputy speaker presided over the entire sitting.
  • The leader of the house did not attend the sitting.
  • The leader of the opposition was present during the entire proceedings.
  • As many as 39 (60%) lawmakers were present at the outset and 20 (31%) at the adjournment of the sitting.
  • The parliamentary leaders of MMAP, PkMAP, JWP, HDP, ANP, BNP-M and PML-N attended the sitting.
  • Two minority lawmakers were present.

Output

  • Mir Jan Muhammad Khan Jamali was elected speaker unopposed following the assembly rules of procedure and conduct of business (sub-rule 8 of Rule 5) as he was the only individual to submit his papers for the position.
  • The Chair announced the victory of Mir Jan Muhammad Khan Jamali as speaker unopposed.

 Order and Institutionalization

  • The session was prorogued sine die.

Transparency

  • ‘Orders of the Day’ was available to the legislators, observers and others.
  • The attendance of lawmakers was not available to the observers and media.
