Observation And Assessment Of Pre-Election Processes

This report presents findings from the pre-election phase of observation of the General Elections 2024 (GE-2024). FAFEN deployed 233 trained long-term observers (LTOs) who systematically observed key electoral processes in light of the relevant laws, rules, and regulations. The LTOs also collected insights from major stakeholders—candidates, election officials, and voters—to gain a broader perspective on the fairness and integrity of electoral processes and the general atmosphere.

The report covers the following key aspects of the pre-election period.

  1. Delimitation of Constituencies: FAFEN assessed the delimitation process for 266 National Assembly and 593 Provincial Assembly constituencies conducted by the Election Commission of Pakistan (ECP) ahead of GE-2024. The assessment includes an analysis of draft and final constituency lists, as well as citizen feedback on draft delimitations.
  2. Electoral Rolls: FAFEN reviewed the electoral rolls prepared for GE-2024, with a particular focus on trends in overall voter registration and female voter registration.
  3. Polling Scheme: The polling scheme was analyzed to assess its compliance with legal requirements, including the number and distribution of polling stations.
  4. Contesting Candidates: FAFEN observed the nomination and scrutiny processes for candidates and conducted interviews with randomly selected candidates to document their perceptions of key electoral processes.
  5. Election Campaign: FAFEN’s observers monitored election campaigns across all constituencies, documenting violations of the ECP’s Code of Conduct, including the display of weapons, use of public resources for development schemes, voter inducement, hate speech, and defamation.
  6. Election Administration and Management: FAFEN documented the stakeholder feedback on the performance of election officials and the overall management of the electoral process leading up to GE-2024.
  7. Voter Awareness and Perceptions: FAFEN conducted pre-election surveys with eligible citizens to assess their knowledge of the election process, levels of engagement, and perceptions regarding the fairness of the upcoming elections.
