KPK Assembly: Two Ordinances Laid and a Bill Introduced

ISLAMABAD, March 11, 2014: The Khyber Pakhtunkhwa Assembly witnessed introduction of two ordinances and a bill on Tuesday during the first sitting of its 11th Session, says Free and Fair Election Network in its Daily Factsheet.

The parliamentary secretary for communication and works laid the Khyber Pakhtunkhwa Restriction of Rented Buildings (Security) Ordinance, 2014 and the Khyber Pakhtunkhwa Hotels Restriction (security) Ordinance, 2014 in the House.  Moreover, the provincial minister for revenue introduced the Khyber Pakhtunkhwa Tenancy (Amendment) Bill, 2014.

Following are some key observations of the House proceedings:

Members’ Participation in House Proceedings

  • The KP Assembly met for an hour and 30 minutes. The House took a prayer break for 45 minutes.
  • The sitting started at 1600 hours against the scheduled time of 1500 hours, witnessing a delay of an hour.
  • The Speaker chaired the entire sitting.
  • The Chief Minister attended the entire sitting while the Leader of the Opposition was not present.
  • Thirty-five members were present at the outset while 50 were there at the adjournment of the sitting.
  • Two minority members attended the sitting.

Output

  • The parliamentary secretary for communication and works laid the Khyber Pakhtunkhwa Restriction of Rented Buildings (Security) Ordinance, 2014 and the Khyber Pakhtunkhwa Hotels Restriction (security) Ordinance, 2014 in the House.
  • Moreover, the provincial minister for revenue introduced the Khyber Pakhtunkhwa Tenancy (Amendment) Bill, 2014.

Representation and Responsiveness

  • The House also constituted a committee on petitions.

Order and Institutionalization

  • A member spoke on a point of order consuming two minutes of the proceedings.
  • There was no instance of protest, boycott or walkout.

Transparency

  • ‘Orders of the Day’ was available to the legislators, observers and others.
  • Information on members’ attendance was not available to observers and the public.
