The Election Commission of Pakistan (ECP) registered over 33 lakh new voters to the electoral rolls during 2025, registering an average of 9,113 new voters per day, according to district-wise data published on the Commission’s website.
The ECP publishes the electoral rolls statistics on its website periodically. This analysis compares the states published on the ECP website on January 22, 2025 and December 30, 2025.
The women voters’ registration rate was significantly higher than that of men. On average, 4,976 women and 4,137 men were added to the electoral rolls each day, resulting in approximately 18 lakh (three percent) new women voters and 15 lakh (two percent) new men voters over the year. The total number of registered voters rose from 13.26 crore to 13.59 crore during 2025, reflecting a net addition of more than 3,326,400 voters.

- Punjab recorded the highest increase, adding more than 1,818,639 voters, with an average of 4,983 new registrations per day.
- Sindh followed, with an increase of over 669,347 voters, averaging 1,834 additions per day.
- Khyber Pakhtunkhwa registered 606,990 new voters, at a daily average of 1,663 registrations.
- Balochistan added 166,431 voters, with an average of 456 new voters per day.
- Islamabad recorded an increase of 64,993 voters, averaging 178 new registrations per day.
Which districts recorded the highest increases in a Province?
Across four provinces, the district Lahore recorded the largest increase in registered voters, adding 184,566 voters during 2025, including 70,296 men and 114,270 women. On the other hand, Kolai Pallas district registered the smallest increase with only 11 new voters added to the electoral rolls.
In Punjab, Faisalabad followed Lahore with an increase of approximately 105,260 voters, comprising 45,178 men and 60,082 women, while Rawalpindi registered around 94,357 new voters, including 39,930 men and 54,427 women.
In Sindh, Karachi Central recorded the highest increase, adding 56,220 new voters, including 24,818 men and 31,402 women. Karachi East followed with 42,718 new registrations, while Karachi Korangi added approximately 33,180 voters during the year.
In Balochistan, Quetta led voter registration growth, adding 31,919 voters, including 16,628 men and 15,291 women. This was followed by Pishin, which registered 12,466 new voters, including 7,146 men and 5,320 women, and Chaman, which added 8,107 voters, including 3,589 men and 4,518 women.
In Khyber Pakhtunkhwa, Peshawar recorded the highest increase, adding approximately 64,856 voters, including 26,723 men and 38,133 women. Swat followed with 46,843 new voters, including 24,065 men and 22,778 women, while Mardan added 42,140 voters, including 19,006 men and 23,134 women.
During 2025, the federal capital, Islamabad, added approximately 64,993 voters to the electoral rolls, comprising 31,970 men and 33,023 women.
Which districts recorded decline in registered voters in a Province?
As many as three districts saw a net decrease in the number of registered voters including Chitral Upper, Kohistan Upper and Surab. The number of registered voters in Chitral Upper dropped from 129,686 to 128,746 (a decrease of 940), Kohistan Upper fell from 77,247 to 76,747 (a decrease of 500), and Surab declined from 61,847 to 61,523 (a decrease of 324).
