ISLAMABAD, April 21, 2022: The Provincial Assembly of Balochistan deferred two-third agenda on Thursday and debated a resolution demanding steps to overcome shortage of teachers in schools of Quetta, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the House proceedings during the sixth sitting of 52nd session:
Members’ Participation
- The House met for an hour and 12 minutes.
- The sitting started at 03:20 pm against the scheduled time of 02:30 pm.
- A member of panel of chairpersons presided over the entire proceedings in the absence of speaker and the deputy speaker.
- The leaders of the house and the opposition did not attend the sitting.
- As many as three (five percent) legislators were present at the start and 13 (20 percent) at the end of the sitting.
- The parliamentary leaders of PkMAP, HDP and BNP-M attended the sitting.
- One out of three minority members was present.
Output
- Tabled by a PkMAP lawmaker, the House adopted a resolution demanding steps to overcome shortage of teachers in the girls and boys school of Quetta and its suburbs. Six lawmakers spoke on it for an hour.
- Another resolution recommending the provincial government to include the subjects related to finality of Prophethood in the education syllabi was deferred due to mover’s absence.
Representation and Responsiveness
- The House deferred four out of ten starred questions due to non-submission of their replies while six other questions were disposed of due to absence of relevant movers.
- A calling attention notice seeking particulars of chief executive and members of Board of Governors of Balochistan Energy Company was deferred due to ministerial absence.
Order and Institutionalization
- The House was adjourned to meet again on Saturday, April 23, 2022 at 02:30 pm.
Transparency
- ‘List of Business’ was available to the legislators, observers and others.
- The attendance of lawmakers was not available to the observers and media.
